TOPS is a scholarship program funded by the state of Louisiana. Students who have been Louisiana residents for at least two years and have graduated from a Louisiana high school are eligible to apply for TOPS. The maximum award at Tulane is the average Louisiana public college tuition and may include a stipend for students with higher grade point averages and/or ACT scores.
